Le spécialiste en droit environnemental, le Dr Maismy-Mary Fleurant, qualifie de trahison le document du MARNDR qui a fait savoir que la construction pour la prise sur la rivière massacre est inapropriée alors que les travaux ont été lancés par ce dit ministère, en 2013, après une étude.
Intervenant sur les ondes de la RTVC, M. Fleurant précise que ce document a été fabriqué dans des bureaux à Damien sans étude de terrain au préalable. La République Dominicaine et Haiti ont la même position sur le dossier,a regretté Maismy-Mary Fleurant.
